James E. Oliver, known as Pop Oliver, served as the director of the Red Shield Boys Club which was sponsored by the Salvation Army.  In 1953, the advisory committee of the Salvation Army honored and commended Pop Oliver for his "sacrificial and beneficial service to the boys of the city" and for his "devotion to the character building qualities which he instilled in the boys... with whom he has come in contact."  Pop Oliver later became the Park and Recreation Director for the City of Decatur.
