On April 20, 1995, the Parks and Recreation Board passed a motion and presented it to the City Council for the Old Decatur Park to be renamed in honor of Mr. Ned Frazier. Mr. Frazier was a lifelong Decatur resident and business, civic and community leader. He was a member of the Decatur City Council, the board of directors for the chamber of commerce, the Tennessee Valley Boy Scouts Council, the Decatur Concert Association, the Alabama Symphony Association, and the Lions Club. Mr. Frazier graduated from Riverside High School, attended Athens State College, and taught meteorology at the Army Flight School at Pryor Field and Calhoun Community College during World War II. For 38 years he owned Frazier Brothers Insurance, located on Bank Street. Mr. Frazier was a leader at First Presbyterian Church in Old Decatur. He was also instrumental in restoring the historic neighborhood to showcase its unique character and charm.
